Warren County government among the LEAST efficient in New Jersey

Despite the Freeholders' claims that they know how to spend our money better than we do, on a per capita basis, Warren County is among the least efficient county governments in New Jersey. I know this sounds hard to believe, especially since the Freeholders brag endlessly about their "fiscal conservatism." But the numbers don't lie:
Warren County spends $966.60 per person;
Essex County spends $869.75 per person;
Hunterdon County spends $749.47 per person;
Sussex County spends $673.37 per person;
Somerset County spends $661.41 per person;
Morris County spends $611.09 per person.
At almost $1,000.00 per person, Warren County spends 50% more than other comparable counties. What's even more incredible is that the Freeholders have managed to outspend a county like Essex that faces tremendous challenges and costs associated with large urban centers like Newark. The bottom line is that Warren County residents pay Rolls-Royce prices for AMC Gremlin-level services.
